Yes, as a matter of fact it can.
If the time of day is right, the surface of the earth could be in darkness and an object at higher altitude can still be in sunlight. We did it all the time with Minuteman launches from Vandenberg and answered hundreds if not thousands of UFO calls about the "twilight phenomenon".
