environmentally sustainable housing - biodegradable housing in an area 30 feet or so below sea level on the coast with crappy dikes. What genius!

The average elevation of the city is currently between one and two feet (0.5 m) below sea level, with some portions of the city as high as 16 feet (5 m) at the base of the river levee in Uptown and others as low as 10 feet (3 m) below sea level in the farthest reaches of Eastern New Orleans.[24]

No New Orleans is not 30 feet below sea level.
