Nipple production may be based on one of the other 22 chromosomes and therefore not sex-determined.

On the other hand, if it is sex-determined and not essential to males, males may eventually evolve into a form where they have no nipples - it just hasn't happened yet.

Not exactly accurate. There is a genital "bud," neither male nor female, with the potential to develop into either. Genetic and hormonal influences cause some structures to grow and develop, and others to basically waste away, leading to sexual characteristics of male or female. Look up the term "Wolffian Ducts" as a reference for this.
