Actually, it’s % that’s most important. German Shepherds are probably the most popular breed in the entire world, for decades, and so between the aggression-breeding (Germans deny it, but they do emphasize it) and the fact they are everywhere, not to mention just plain large, it’s not shocking they are high on lists of bites and injuries.
Dobes and even pit bulls (various breeds, not just 1 breed) are not quite as popular.

Actually, its % thats most important.
IMHO what's most important is how the dog is cared for and who the owner is. If Pit Bulls were a breed favored mostly by the middle/upper class, and not the groups that favor them now, there would be far fewer problems.
What I would really love to see is a study that focused on the owners of dogs involved in fatalities instead of just the breed of dog. (i.e. income, criminal record, level of education, etc)
