What about a tiny chip in the lens?

Look at the half moon then look at the video again, imagine a camera trying to focus on a distant source with a tiny chip in the lens like this (especially near the end when the light angle changes and it appears rounder.)

if it is a chip in the lens etc., wouldn't it always be in the same position on the film??? example, unless it was in the center of the lens, you could never center it, right?
