Justice Department to investigate whether college football's Bowl Championship Series is an illegal enterprise.
Reps. Neil Abercrombie, D-Hawaii, Lynn Westmoreland, R-Ga., and Mike Simpson, R-Idaho, are introducing a resolution rejecting the oft-criticized bowl system as an illegal restriction on trade. The resolution would require Justice's antitrust division to investigate whether the system violates federal law....

The bill's sponsor from Hawaii tells all, they just can't get over the fact that The University of Hawaii was not as good as they claim to be.
How are you going to work a playoff system in football? Not as simple to do as in basketball.

They should be investigating “Big Academia” for anti-trust violations and price gouging long before they investigate the NCAA. Having said that, this is probably more in keeping with the interstate commerce clause than 95% of the stuff currently being interfered with and regulated under that premise.

16 top rated teams. Elimination games each weekend of December. Championship on New Years day.
Use existing bowls as the playoff bowls and rotate them yearly.
Allow all teams outside of the play-off to continue to have the minor bowls.

Use existing bowls as the playoff bowls and rotate them yearly.The Bowls will need to be 'bought off' because nobody will actually go to those games if they are reduced in importance. The current system, bad as it is, is acceptable to the major bowls.

But then, how can you be sure that the 16 top rated teams are really the true 16 best teams in the country. I must say, there appears to be a LOT that must come together for you plan to work. Highly doubtful.
Bottom Line: There will always be someone who feels that they were unjustly left out of the process.
