I found out about this by talking with the Dollar store employees.
Usually if a local does something like this it is on live tv coverage. 10 years ago they showed a live homicide/suicide. This article doesn't even tell you how many dogs the driver owned.

In breaking news, Just before seven Tuesday eveing, Rapides Parish Sheriff's Deputies found a pipe bomb in a R.V. on Highway 28 West causing them to close part of the highway and evacuated the the Johnny Downs Sports Complex.
RPSO pulled over the winnebago after another driver reported it being driven erratically. Deputies found drugs on the driver and he said they could search the R.V. Deputies found two adults and six children ages three to twelve, in the back along with a pipe bomb, detonating cord and black powder. Deputies also evacuated the Dollar General Store and a Chevron gas station. Then they detonated the device and no one was hurt.
