Groklaw existed before moving to ibiblio, and it moved according to standard ibiblio criteria, along with Project Gutenberg (which is a lot older than ibiblio, about as old as the Internet itself). There are over 1,600 sites comprising 8 terabytes of data with 15 million hits a day at ibiblio. That's one hell of a conspiracy theory.
