Anyway, $1B grant must be earmarked by the US Government to:
1. measure bear balls in other parts of the Earth and, if needed, move some grizzlies to the North Pole to improve polar bear females sex life;
2. search archives to investigate whether balls shrinkage cyclical or not;
3. perform viagra-dusting early in Spring as a preventive measure against shrinkage;

Another $1B grant should be given to the UN to establish a worldwide standard of the polar bear ball size.

And finally, in order to prevent further shrinkage US forces must be relocated from Iraq to Okinawa, Pres. Bush impeached, Karl Rove jailed and Valerie Plame cover restored.
