Let me guess...this moron lives in a city. Aside from cliffs, in the wilderness there are also wild animals, uneven ground, fallen trees, nasty bugs, dangerous people, etc.

And since he is from the city, he thinks there is a tort in anything that can hurt someone. A lot of people from the city live in a safety coccon where warnings and controls are placed on anything potentially dangerous. They don't get the fact that in nature, everything is potentially dangerous and you have to look after yourself. He is thinking that since he was hurt on government property, the government has a legal obligation for restitution. Just like if you slipped and fell in a store.

Not to mention a conspicuous lack of toilet paper. Add certain poisonous plants to the equation and, all of a sudden, falling off a cliff doesn't seem like such a bad way to go.
