Unfortunately, we can't rule out the possibility of a President Shiloh Jolie-Pitt. John McCain was born in Panama, and he thinks that he's eligible. It seems that in 1790 Congress passed a law stating that "The children of citizens of the United States that may be born beyond sea, or outside the limits of the United States, shall be considered as natural-born citizens of the United States."

Now, I am not a fan of McCain (and that is a GROSS understatement) but wasn't he born on a base or other soil considered U.S. soil in Panama? That would make him eligible via the birth issue.
Other than that, I don't think children of American parents born overseas are eligible. I'm sure someone will correct if I am wrong, and I hope that happens in case my understanding is mistaken.

John McCain was born in Panama, and he thinks that he's eligible. He was born in the Panama Canal Zone, which at that time was part of the United States, if only a territory.

McCain is at least correct on that. If you are born AMERICAN but overseas, you can still run for President. You need to be an American at birth.
