Traditionally a woman's dress which looks something like this.
And yes, the folks are busting a gut in laughter over it (They think he's weird too).

OK,
here is the super-weird aspect of it....
Note how the other men, and his kids are dressed in normal,
'western' gear.
It's not like he's trying to fit into the local garb and just put on the wrong thing....he's intentionally wearing something female...

They aren't his kids - turkey baster and all that. Considering that Jacko clearly loathes his own black heritage (look at his face) it's pretty unlikely he used a black sperm donor. My heart really breaks for those poor kids - can you imagine what their lives must be like?

If Michael wasn't so weird, and believable in this getup, one could think the kids were (or could be) being taken by someone else dressing up in this garb.
