That is a nice chunk of change for the city, although with their rate of spending it won't last 2 days.

I don't think it is. I think it is about weeding out the peons from Brooklyn and Queens so that guys like Bloomburg don't have to suffer the same traffic jams as everybody else. (NYC is far from the worst anyway, DC, Chicago and Atlanta have bigger congestion problems)
