Tagliabue has already said he will not support a move of the Saints from New Orleans.

LA has already been tried TWICE, so forget Los Angeles. San Antonio is an enthusiastic sports town, and would support a pro football team in a heartbeat. Plus, it's a GROWING area, whereas New Orleans will never be the town or area it once was. Businesses are not going to locate there until those levees get fortified, and that will take 20 years.

I have no doubt San Antonio can support a team independent of the Cowboys and Texans. The issue is whether or not the NFL should abandon New Orleans.

Tagliabue can't legally stop Benson, especially if Louisiana is in breach of his lease agreement.

But Tagliabue can do far more than what he is currently doing, including forcefully lobbying ownership into opposition of a city losing its franchise in this manner.
