If there where such technology....the generator would be located on the west coast of Africa...
Anyone with the time to debunk...might start looking there...
Are there any facilities capable of sustaining large amounts of equipment in that area?
Are there published papers on this tech?

Far fetched for sure...but if you wanted a steath weapon against the US economy...a targeted super storm would be it...
And I thought George Bush caused it by rejecting the Kyoto Protocol.
