I don't think it's inborn, but I think most gay men in any country have a distinctive way of speaking that identifies them to each other and to outsiders. I speak Spanish and when I am in Spain, I can detect gay men (speaking Spanish) almost immediately. They don't exactly lisp - it's the pitch of the voice and a certain lack of clarity in their speech.
Spanish in Spain is very crisp and clear and has very identifiable consonants. Spanish gay men often adopt a sort of Caribbean accent (no "s" sounds at all, and very indistinct consonants). I would assume that this is probably because they think it sounds more feminine - possibly because most of the people they hear with Caribbean accents are Latin American female prostitutes who hang out in or near the gay districts.
In general, I'd say that gay male speech imitates what they believe to be - or what is the stereotype of - female speech, regardless of the culture. This doesn't mean that women actually sound like that, but it is an imitative pattern that has gotten established in gay male culture and has taken on a life of its own.
