Two pressures involved in oil prices, IMO.

The true owners of the major oil supplies, i.e. the Arab royalty are padding their pockets worrying about democratic change in the Mid East.

China is demanding more oil, waving around their new found dollars. How much oil could the PRC buy using Yuan?

I highly doubt all of it is Bush's fault, remember what Clinton did in the signing of the oil+gas lobby,
