I think some people use breaking news to get persistence for their post. I've been tempted myself a few times to make a post "breaking" when it was just something I wanted to be viewable for a while because I knew it would be of interest to a lot of people. I think FR needs a "hot topic" list where posts that receive a lot of comments over some period of time (minutes or hours perhaps) stay there for a spell until interest drops and they finally scroll off. That way "BTTT"s could be used to keep them visible. There'd probably have to be some sort of governor on how many times a particular individual could BTTT something in order to keep it from being abused, but otherwise it seems like something FR could use

You've put a lot of thought into something that could just be solved by posting to Breaking News willy-nilly.

That's a solution that would quickly succumb to Gresham's Law. Just throwing any old stuff into "breaking" would quickly degrade the category, and you'd have to rename "breaking" to "look at meeeee!" Nobody'd pay much attention to it after that. And you'd still have to have somebody come through periodically and remove postings from the list. I like my solution because the group gets to assess what's worth keeping at high visibility, and not the original poster or FR administrator.
