Many years ago in the Rochester NY area there was a group called the "Top Free 7." They pulled the same stunt. They were often mocked at their well publicized freak show. After the big event of the state decriminalizing women being topless a strange thing happened. There was a thundering ho hum by the residents. Several communities changed town lawn restricting the activity but that was wasted time. Very few women thought it was a good idea. After looking at the "Top Free 7" few men were interested either. Some men were quoted as saying "Put it back on!" and other such comments.

IHMO it's a ploy for attention by a group of bored people that have nothing important to do in life.
