Not the job of a small-town cop. The town proper, county seat and local commercial hub, has under 2000 people and is important for outfitting. If the grandparents have objections, I am sure they can manage that themselves.

The officer should leave the locals alone unless they have serious disputes they can’t settle in a reasonably amicable way according to local custom, run speed traps for tourists, and ticket every car he can find with California tags or Biden bumper stickers.

Code enforcement “officers” normally are not sworn law enforcement.

You’d be right on that. If the grandparents had a problem with it, it is their obligation to lay a complaint.
