I don’t think he’s a cheater. I think he’s beating modern feminists at their own game.

I’m still trying to figure out how segregated sports competition in government-funded schools is even permissible under U.S. civil rights law.

Oh, he's a cheater for sure. He has just discovered the way to cheat that many "modern" Americans who pander to the mentally ill boy and share in his delusions do not consider "cheating". I'm not sure what these panderers consider it, but it's definitely cheating and he knows he won't be called out for it!

You see, this is not about "rights". This is not like, for example, homosexual "marriage" which won societal acceptance through the selling point that "how does two men getting 'married' have any affect on anyone else?"

This not the result here with a boy, by announcing that he thinks he's a girl, is then allowed to (not unexpectedly) crush actual girls in a competitive, physical sport. This has a significant, harmful effect on girls and cannot be allowed to stand ... at least not in a civil, rational society.
