The courts are making it impossible to enforce laws with rulings like this.
Who sez the states had to expend the funds to support the Fed illegal alien parolees? It interferes with their sovereign right to determine citizenship. District of Columbia was created to hold people of indeterminate citizenship, so all the states have to do is ship the parolees to Washington, DC to wait for their 'trials'.
Of course they have standing, the courts are using the standing BS to demy justice. We saw this in 20. Trump was denied standing despite being the direct victim of voter fraud.
