The question now is when and how does he step aside, and who replaces him and how that process will go.

That's why he held the press conference. He was angry that the Special Counsel labeled him as a helpless babbling idiot with memory loss. And the press conference proved that.

True, however that really isn’t a valid legal reason for not charging him with anything. Its actually irrelevant from a legal perspective.

Note the unmistakable similarity to Comey’s excuse for not charging Hillary (i.e., “extremely careless”...”no reasonable prosecutor”).
