The report found a high corruption rate of around 20% in mail-in ballots. The results shown in that table is 'what if' or sensitivity analysis based on their findings.
If the sample underestimates the corruption in the population and 28% of the mail-in vote was corrupted in those selected areas, then there is more than sufficient corruption in the reported results to change the outcome. If their sample results greatly overestimate the corruption in the population and only 3% of the vote is corrupted in these selected areas, then there is not enough corruption in the reported results to change the outcome.
The authors are showing if their sample results are anywhere close to the population, there are reasonable grounds to state the election results were altered in a significant way. In other words, the less corruption in the reported numbers, the more likely it is that Brandon really did win but the whole study calls that assertion into question.
