The Balticconnector gas pipeline between Finland and Estonia should have been protected by a 2-meter gravel cover. This is evident from the joint environmental impact assessment of Finland and Estonia from 2015. The assessment specifically took into account the dragging of the anchor along the seabed.

Six feet of gravel is a whole lot of gravel to haul out into the middle of the Baltic sea.
Contracts for such pipeline’s specify the grade of aggregate to prevent such changes. This was simply a case of a corrupt contractor (and obviously also corrupt government inspectors/approvers) saving a ton of money for themselves.
OK, depending on tidal currents six feet of gravel might or might not protect the pipeline, especially depending on how small the “gravel” is.
In high current areas, it is not uncommon to see bottoms “sand waves” of up to 20 to 30 feet top to bottom. That is admittedly pretty unusual, but not beyond what I have seen on bottom mapping near coastal islands or inlets.

I remember when (because of COVID) we had those massive shipping backlogs on the west coast and hundreds of ships waiting at anchor off the ports. Because there was difficulty having enough “parking spots” for them all a number of them went to unfamiliar “new” areas off the coast. I recall there were several instances of pipelines and cables being damaged by dragged anchors.
These things happen. Usually not out of malice but usually by INCOMPETENCE and CARELESSNESS.
Yup. They need to stop pointing fingers at other countries, get it fixed, and have the contractor do the job right this time.
