Texans can carry handguns without a license or training starting Sept. 1, after Gov. Greg Abbott signs permitless carry bill into law (2021)

He was probably licensed from before the new law (2021). Also, it doesn't hurt to be licensed even in a CC state, especially if you travel through other states that aren't CC.
