I put tape over my driver’s license barcode after the first time some cashier scanned it. So far no one has objected, though a couple of times I’ve been asked why I taped it.
As for legitimate scanning, I never fly anywhere, and I haven’t been stopped by law enforcement for quite a few years. If I do get stopped, they can peel off the tape, I suppose.
Have about had it with bank tellers doing this very same thing, FWIW.
And rooting out fake IDs for transactions, maybe helpful, also easier than asking clerks to calculate birth date to buy alcohol and drugs.

Major banks and credit card companies already have enough detailed information on our purchases to do everything suggested in that article. And there are serious proposals from the government to do things like that. The financial institutions will fall over themselves "voluntarily" offering the necessary data to the government.
They already sell related data to marketing companies, so it is no big deal for them to give it to the government.
A bit difficult to implement controls at the retail level, but easy to levy fines and surtaxes and garnishments of wages against the accounts of people who have exceeded some profile of allowable purchases or activities.
Did not get the latest "jab"? That is a $5,000 surcharge on your income tax.
Bought too much of some controlled merchandise or supplies for the month? That is a $1,000 fine levied on your bank account.
Attended a political protest against the regime? Or were simply in the vicinity of that event? That is a $1,000 fine garnished from your paycheck - which will probably get you fired.

Many states require scanning to buy alcohol and drugs. I have no problem with scanning, the data is the same as on the front of the ID. The problem is, and this is not tied with scanning, is what they do with the information beyond that immediate check. Do they store it? When a clerk looks at your ID, they might be required to key in some of that data anyway. So, no different. The challenge is what do they do with that data? None of it is a secret, not already stored elsewhere, so no big deal. What it does do is connect me to an action or purchase, maybe patterns can be tracked, but I’m not out plotting a bombing or terrorist action so nothing to hide. I’m not paranoid about what people see I do, spend money on, etc.

I have a passport card and use that for just about all ID transactions. There is a large number of “missing” details that are provided in the drivers license.
