The HARM is designed to damage or destroy the radar antenna. The warhead weighs 66kg and is blast/fragmentation. The fuse is laser proximity.

My guess is the fuse detonates at 100 to 150 ft AGL spreading frag pellets covering a 100 ft diameter circle. The frag pellets are the "kill" mechanism, not the HE.

Pantsir S-1

From the link above:

Using 57E6 missiles, the Pantsir-S1 can engage tactical aircraft at a maximum range of 20 km and altitude of 10 km

HARM is a fire & forget missile and can be launched long before the Pantsir-S1 can engage the launch aircraft.
