The doctor who referred, the doctor who performed, the nurses and the social workers involved all have a duty to report cases of abuse even if only suspected. They should all lose their licenses and end up in jail.
Who took her across state lines? Was it her parents or someone else?
I am not in any way faulting you for saying “if only suspected” and get why you wrote that.
I would like to emphasize that in the case of a ten-year-old, abuse can’t be just suspected, it is a legal fact, and those obligated to report it should have a lot of explaining to do as to why they did not. Their failure to do so, if true, is unconscionable and *should* be a major scandal. It is not only a matter of justice for that poor little girl, but of allowing a child rapist to remain at large to abuse other little girls.
