That just looks like maybe they will be able build machines that use something besides binary digital logic. The solution of problems is still in the software, assuming the software engineers can understand the problem and express the solution.
Quantum computing is the key to the government being able to decrypt and actually read all the data they have been amassing on everyone with their warrantless surveillance operations. I’m sure they can read quite a bit of that data right now, but as soon as they get a QC online, they can read all of it, and probably will have blackmail on most people on the planet.
