IMHO the Electoral Count Act is unconstitutional. Just repeal it; don't try to fix it.
The Act was intended to address something that has never happened again, the fiasco of the Presidential Election of 1876.

Russia stole the election for Trump in 2016 by spreading misinformation on Facebook.
Or
The American establishment stole the 2020 election for Biden using virus hysteria & vote by mail ballots.
The former is laughable the latter actually happened.
