Since this is the military AND this is a high profile political program, there are going to be quotas. And where there are quotas, statistics by unit and command are kept. That leads to competition and bragging among commanders.
Just how do you know all those “transitions” were completely voluntary?
But seriously....if a uniformed member of the Armed Forces were to request surgical and/or chemical mutilation what would be the response?
