Probably should read “last 100 years to not have one”.
That makes it marginally better. The fundamental grammatical problem is that a person cannot be "the longest" in this sense.
Joe Biden is the longest in the last 100 years to [not] have [a solo press conference].
Better:
In the last 100 years, no other president has deferred holding a solo press conference this long.
