There are very conservative Catholic and Lutheran monarchists, neo-monarchists, and neo-reactionaries.

So no, not all conservatives are against a strong centralized government.

That strong centralized government would most likely tax and regulate less than our current supposed democratically elected government, but it would be strong militarily and centralized in terms of defining important notions such as marriage, citizenship, when life begins, etc. throughout the nation.
