Bullshit. The military has zero right to send the President’s orders out for “legal review”. This is a modern heretical fiction similar to the one that claims the DOJ and it’s subordinate bureau the FBI are supposed to be “independent” of the President.
They must execute their orders, or resign. If the deliberately slow the implementation of an order, they are nothing but a damned traitor.
