Why are ratios involved at all? Why not a tabulation, precinct by precinct, of actual votes for each candidate.
Ratios can be derived from vote totals but why derive vote totals from ratios? Makes no sense to me.
Also, why are votes (or ratios ???) transferred from one precinct to another.
Without understanding those things I can’t understand the guy’s analysis.

Makes no sense to me.Because they needed to maintain a seemingly realistic ratio of Biteme - Trump votes, say 80/20. The problem arose when Trump broke that ratio, so they had to manufacture far more votes to put the ratio back into balance.
