Obama got his “17 agencies” to sign off on Russia interference within 6 weeks following the election, I believe.
According to this EO, Trump will receive a report from State, Treasury, DNI, and others. I am not sure if the FBI or CIA is involved, which would be a good thing.
Actually Obama failed to get all 17 or even most.
The key thing is that the forty five days expires _before_ Congress will rule on the electors.
So, that means that Congress (one state, one vote, per the Twelfth Amendment) will have access to _all_ the facts before they cast their votes on electors.

I get the idea the CIA was excluded from this operation to seize the Dominion servers because they were involved in the coup attempt itself.

The Army was used to raid and seize the server. This is why Trump fired Secretary of Defense Mark Esper. Apparently he was planning on blocking the raid by the military.
And this is why Trump left CIA director, Gina Haspel, out of the loop on this operation, because the CIA was deeply involved in the attempted coup against him. Sidney Powell has called for Trump to fire Haspel for ignoring warnings about the "rotten Dominion voting system".
