It's not clear what exactly he plotted. Dem heavy precincts? What?
But note the labelling on the axes. Not the same y-range. It looks like the Dems are weighted but vote metric does not fall much below (-10) whereas the Repubs fall below (-30). Twice as many votes are taken from Repubs.
