But I see what you are saying. It would be harder to get those and copy those from dozens of cities to make it look more legit. It would be easier to just manufacture fraudulent ballots from a few big cities but with the drawback of making it look less legit.

Get the sample ballot from the _city_ would not be good enough, the fraudsters would have to match the state representative race (many state reps per city!) to the exact precinct.

The fraudsters are not that clever in a lot of cases.

And that is why there are so many ballots that the only vote that was cast was for Biden. If they filled in the down ballot candidates, they would show votes for a county "X" candidate, that was actually running in county "Y". It would have been an obvious giveaway.
