The “handcuffs” I am thinking of can only be used after a conviction in a court of law, but they are quite light, and plentiful.
They travel VERY quickly, though...
I can guarantee that the convicted will NEVER break another law after having these particular handcuffs applied, too! There is also absolutely no further overcrowding added to the prisons, either.
