The FBI buried the evidence and if they had their way it would have never come out. The guy who turned it in to them kept a copy, guess he didn’t trust the FBI and after all their shenanigans nobody should ever again. He certainly was right to think them bad actors, they just proved it yet again.

That looks to me like a staged photo. Maybe the person who took the photo stuck the crack pipe there and then took a photo.
It is hard to believe the pipe would stay in that position. That’s not how you use the pipe.
BUT- it is not hard to believe he was actually smoking crack. Just that this photo is implausible.
