I don’t think that he is saying that Hillary should have won, but that if the Democrats wanted to be in a position to fill thes seat, then they should have won in 2016. He often speaks in incomplete sentences, I think because he assumes that everyone understands what he is saying, and he does it to have a short answer for interviews.

He was not saying that they SHOULD have won in 2016.
