Biden is again confusing the past with the present.
This is very dangerous.
As President he could launch nuclear missiles against Japan because he believed it was 1941 and they were attacking Pearl Harbor.
Apologies would not cut it at that point. :-(
Launching nuclear missiles is not a simple matter of the president just picking up a phone and giving an order.
