Let’s assume the following occurs.
You get a test at one of these “testing centers”, it comes back positive. You don’t believe it so you go get another one say from your doctor. It comes back positive. You want a 2nd medical opinion another test and it comes back positive. Now are accurate enough records kept so it recorded as one case or does each test generate a case?
So for statistical purposes is it one case or is it three cases?

This is what you are hearing when the say “presumptive” cases. extra cases “assumed” to be there.

No. Presumptive cases are those who are clinically symptomatic (as determined by a health care provider, eg doctor), while awaiting test results.
Don't make stuff up.
You are incorrect. There can be late false positives not indicative of infection at all. Please learn about PCR
