Consider Epstein. It seems, from the results, he was put into custody to control him and keep him vulnerable.
Ultimately, he died in custody.
I would agree and suggest people who don’t want her to talk have greater power right now than those who do. I doubt too many people are really shaking in their boots. Plotting perhaps, shaking, no. Could be she’s just killer bait for the DOJ/FBIk, who probably aren’t all that happy about dealing with her.

Good point. As I see it, there are three possibilities here.
1. Maxwell sings like a canary. Many powerful people fall.
2. Maxwell dies while in custody. It’s a big mystery how it happened.
3. A deal has already been struck. After a few weeks or months, Maxwell will be released because of a “lack of evidence”. Then she’s free to travel the country and the world.
I wouldn’t bet my $1200 stimulus check on any of them. But if I were forced to, I’d go with possibility #3.
