In other words, a biological weapon.
I am an accounting degreed banker. That means my opinion counts for nothing about this subject . . . but, yes, I think it is a bio-weapon. My question is, "Did people in our own government intend this to be used on our own population?" Sadly, if it was their intent, it would not surprise me.
