One or two televised low-tier arrests, and you'll never again hear about the mid and top-level players. They'll scatter into the wind, never showing themselves. There's no justice that way. Everything needs to happen at once. All the arrests, wherever they happen around the globe, must happen within a minute of each other. If word gets out, they'll all do their damnedest to run away. There's no justice served, no one behind bars, no trials for treason.
