President Trump (in my opinion) is playing the long game.

We all my want instant gratification but that plays into the Democrats strength (their complete control over the media).

Impeachment was always the goal for the Democrats. Now they have it. But what price have they paid to get to this point.

In warfare one of the tactics used when you are outnumbered and out gunned is to have a controlled retreat*. President Trump has been retreating from the Democrats since day 1.

Wars are not won by forcing your opponent back towards their homeland, wars are one by destroying your opponents ability to fight back. The Democrats failed in doing that. Unlike when they went after Nixon and managed to separate him from his support, President Trump not only has kept his base but is adding to it.

The impeachment is the Democrats last card to play. He will not be removed from office. In getting to this point the Democrats have had their conspiracy exposed to the American people.

Now to answer your question. Because all the investigations and the impeach has shown President Trump has done nothing wrong, he is free to go after the conspirators and charge them with crimes without fear that the media will charge him with OBSTRUCTING THE INVESTIGATIONS!
