There’s a scene in (I think) episode 1 of Chernobyl were the local committee meets in a bomb shelter to discus containing the crisis—and perhaps more importantly the news of the crisis. Everyone is talking when the old commie boss hits his cane on the floor and tells them how’s it’s going to be. Bring in the army, cut off Chernobyl from the outside world, etc. He looked much like the group photo.
