Yes, they passed a bill— BUT in a blatant demonstration of the lack of observance of the 10th Amendment-— Congress... by Law is required to pass the OK for an area to be changed to DST year round. I kid you not.

For example,in Singapore the sun rises and sets at the same time every day of the year.
